My guess would be highest standard of living? But I can't read the percentages. Can just barely read the flags. could be percentage who can speak English... I'm stumped.

I’ve actually changed my mind to, the higher percentage speak English, even though after living in Germany many years ago, many can speak English. Quite a surprising amount!
