Should do-not-hire blacklists be illegal in some situations?

When I was 16 years old (a minor), I worked as a lifeguard at a fitness center. I left under negative circumstances, still being 16 at the time. They added me to a permanent blacklist to where I can never be rehired throughout the entire regional health system. This also includes 7 hospitals. All because of mishaps as a teenager, I can no longer work for the entire health system, even as a grown ass man.

I have never heard of a blacklist for a regional health system. I have been asked if I was ever employed by them previously. I suppose if I answered YES they would do some research as to how good an employee I was and why I left. Most hiring managers do not want to hire somebody who has a reputation of causing trouble. Sometimes it is not fair but it is the way it is.

In some situations, yes. In Healthcare, no. That should actually have the highest standards, and the easiest to get blacklisted from. Sorry.
