Start with draining her bank account. Hire an attorney and have a lien placed on her home. Sue her for damages. After you get compensation, she can "have an accident".

I had an AMG, nowhere near $750K, keyed at a parking garage at my office tower. An asshole move. Another guy had an early 2000's Ford GT. I used to stop and admire that thing. I loved the lines and the fact they perfectly reproduced the feel of the original late 60's race car right down to the paint and the numbers on the car. I would NEVER dream of defacing that car. Maybe drool a little bit.

If you can definitively prove it was neighbor, you can bring criminal charges against them for destruction of property, meaning they’ll face some hefty fines. You can also sue them for the cost of the car
