Nogales is about an hour away from me so I'll fill in the blanks. Someone called that a woman was being washed away in there but there was no water flowing yet. Then the car got stuck while driving through looking for someone and they weren't able to dislodge it before a monsoon started. So it was parked there in a sense but not intentionally...
