Have you heard the expression "one thing leads to another" ? I think your boyfriend may be genuinely desiring physical closeness, which is natural... and I don't know him personally, but maybe he likes to cuddle...
However, his motive may be to gain your trust, and build the relationship to where you do feel physically comfortable enough with him to get a little closer and more comfortable with him, if you know what I mean.
