Help with a shy boyfriend?

My boyfriend and I have been together for a while now. We're both 18. He's so polite and kind and a really sweet guy, the kind of guy that opens the car door for you and goes out of his way to see you. But sometimes I feel like he's not fully himself around me. I know he is genuinely a great guy, but he's shy around me and sometimes I sense that he's not saying everything he wants to. How can I get him to be more open and comfortable around me?

We make out a lot but he keeps his hands at my waist or on my back at all times, which is good, but sometimes I want him to get more into it, if you know what I mean. Once or twice when we were both a little drunk he felt around quite a bit and it was great, but I feel like he's almost nervous to initiate anything when he's sober. I just want him to know that he can go there but I don't want to have a super awkward conversation about it. Help?
