Might mean lot of things. Give him space for some time. Don't expect much. He probably has unresolved feelings. If he is not yet OK with what he feels he won't be any good in relationship. If you like him be supportive and give him space for his own things. You may have to wait a while ... maybe just a while and maybe too long. Who knows. Depends of what bothers him. he has to resolve this on his own. If you don't want to wait then dont.

Emotional baggage. Some things from the past that may hurt the relationship. He may need to make sure he's ready to be with you before jumping in and hurting you because of past drama. Or, he could be playing mind games, wanting you thinking about him and waiting around for him. If gives him control and keeps you off the market without a commitment.
