Yes it is because a dead relationship is still a relationship so just break it off and move on to the next. It's better than dragging the other person in your dead relationship with your new relationship cuz it will be real messy if you did

Yes, we need to break up with the person first. Then we're free to see other people. (Unless it's agreed upon by both parties that it's okay to see other people.)
Okay I was curious because this insecurity I have because my ex started dating a girl a month (maybe longer) before our relationship (we'd basically stopped talking to each other for a month while I tried to get it to work and the last time he showed concern when I admitted to starting to like someone else when he asked if I cut and then got defensive and protective of me) was over officially (break up) and it had me kinda worried that my current boyfriend would possibly do the same
Basically me and my ex a month or two before we broke up stopped talking and during that time I started talking to my friend (now bf) who liked me and I started to grow feeling for him and I told my ex about it (to be honest be we made a promise to tell the other if this happened) I said I did something and he asked if I cut (i was severely depressed during that relationship) and I said no and told him and the guy to which in response he got mad and defensive and started to call him name to which I took offense to. 2 days later we get into another argument and he ended up saying he was dating his female friend anyway and to go fuck my now boyfriend to make me less stuck up. I said no thanks I want this relationship to last and we haven't talked since.

My family had their reasons but he told me not to leave yet when it was time you couldn't let my ass go? Like why? Lucky me they seem to like my current crush/guy friend (as they refer him as) so I hopefully don't have to go through that again
