Is love, for the most part, never enough when it comes to a healthy and strong relationship?

By that I mean, you can love someone to death, but if they’ve already done so much to break your trust, hurt you, cheated, abused you, lied to you, betrayed you etc eventually any happiness you had was drained from you when all those things occurred within the relationship and ultimately ruined the foundation of it. So when they say “I love you, I’m just not perfect.” And you tell them you love them as well despite all they have done, is it likely the relationship will probably still end because it’s no positivity within that love aka Happiness?
Is love, for the most part, never enough when it comes to a healthy and strong relationship?
