It greatly depends where they live.

i have a few friends that live in London and none of them drive, of 4 of them 3 can drive but do not own a car, the other has never learned to drive, as no reason to.

I’ve dated girls that have not passed their test before, however have eventually learned to drive.

if you both live outside a major city and the public transport is not brilliant, then driving is really a must.

also depends on the impact to relationship of them not driving.

There would need to be some context, but unless it's pure laziness, it's not likely to be a deal-breaker. I would hope, though, that she would be genuinely appreciative that I was doing all the driving, especially if I had to pick her up and take her home all the time while dating (especially if she lived quite a few miles away).

That makes no sense. There's Uber, Lyft and public transit. And just maybe the person thy would cheat with can drive and pick them up. Plus, don't they go to work? There are plenty of places at a work location for a tryst.
