Because those women are giving those men attention (it may be toxic but it is attention none the less). Most toxic women learn very early on how to manipulate men. I want to say men are smart enough to see through it. But if that were true strip clubs would be empty lol.
You on the other hand are not showing these men any attention most likely. And men equate attention to interest. That's why I laugh at women that claim they didn't lead guys on. MOST women over 18 know exactly what effect their words and actions are having at all times.
You want to draw these guys understand you're probably going to have to put in some effort.

Start looking for men who can be gentlemen: the best example would be introverted people, nerds and shy guys. They need experience and in some cases training. If you can do this, you will get a partner who would be loyal to you.

When you give them a safe space to act and be reckless, they gain experience on how it feels to lead and often, they are grateful to those who helped them
