There isn't a wrong or right answer here. I do believe that someone can cheat and still love them, we do dumb things, especially when we're young. If they came clean and told you that they cheated, and gave you a sincere apology without making excuses, and you want to give them a second chance, go for it.
Speaking from experience, IF you decide to give them a second chance, you have to make sure you're capable of actually giving them that second chance, you'll have to be willing to forgive them (not forget) the relationship won't work out if you hold it against them so it would be destined to fail and would just be a waste of the both your time.

Personally, never. I would have no trust and accepting them back after that means you have to show trust or it will fail anyways. Throwing it in there face too only will build resentment. Unless you have the ability to trust without being a fool then no, and that is no easy task
It's your wish. He certainly deserves a break up but if I was in your place I would give second chance. However remember that once a thread is torn apart it can't be joined without knots. Same goes with relationships. Once a relationship is broken then if you try to build it again, there would be knots.

Relationship are only build on trust and once the trust is broken their is no means of relationship. Even you guys get into the relationship while forgetting you past. But at the end you will always think that whether my partner is again cheating on me or not. This will become toxic so it's better to move on.
