well I wouldn't think so. id rather say its a proud moment saying "yes I'm married to my beautiful wife, for so and so years now".
but on the other hand, if he or she has relationship issues or is divorced or worse, then I'd say its a big no no.

id rather find out about it before asking anything just to be safe.(asking a friend or using social media). sure it might come off as stalky sometimes, but its ok if its well within limits.

besides, its not like having someone walk up to you and say "i heard you got married recently" is any sad or weird, rather, another happy moment where you can blush and agree.

No but it can be risky if done at the wrong time. Let's say you met some git woman & you both are flirting heavily and then at some point you get the idea to ask her if she's married. If she is, it's very likely she will tell others that you dis something shady because now she realizes you're the type who *might* rat her out or simply the type to judge her and it's her way of getting back at you. So if you're going to ask... ask really early.
