I have been planning on doing MS in foreign countries and my friend and I have feelings for each other and she still dining it. proposed an idea to Complete MS together What should do?

I was thinking of either having a chance to create a relationship environment with her while doing MS or Having our separate ways instead of wasting time.

Do MS together but never propose or get into that topic with her

If it fits your long terms goals, by all means do it. But don't do it just to be near her- you are going through big life changes at your ages and things can and will change unexpectedly.
