When is the right time to make a move?

There's this girl that I've been seeing for a few years now and we're are decent friends. Near the beginning I had asked her out through text and that's when I found out she already had a boyfriend.

Fast forward to the end of last year and I find out she has broken up with him. I felt like enough time has passed since then and it seems like she's over him, but it's difficult to tell. She's always busy and I only ever see her once ever couple of months despite being my closest (geographically) friend.

I've been wanting to ask her out in person, but as per usual, it's pretty hard to schedule time to hang out. Not only am I worried that someone else would be asking her out, but also she plans on switching jobs in a few months, which can mean anywhere between her being significantly more available, to her moving across the country.

Should I just send a text, wait until I meet in person and hope for the best, or do nothing since I already asked her out a couple of years ago despite different circumstances now?
