But he sneakily does so on several occasions. I want to report him because I don't like him but I don't want him to know it was me.

Every office has a dirty rat & in this case we all know who the dirty rat is & if you rat on him I hope he finds out. For all you know he could have special permission to take the laptop out of the building.

you need to get a picture of him. Make sure the picture has no metadata that can be traced back to you. Then put it on a flash drive and sent it to the IT department.
