Treat the opposite sex with respect. Especially girls need this. Because they are so often valued first, or foremost, for their sexuality and attractiveness/beauty.
Next, you've got to physically be out of the house and actually go places. And not the same, identical places all the time. (Although familiarity is good.)
Then you've got to chat up various people, eyes up, not always down, on a phone, avoidant.
And then have something interesting to say. Or an interesting way to say a basic thing. (Language is very powerful.) Learn about the way, stay up on current events, have passion for at least a few things, be open-minded (this last one is the universal top of the list for both sexes, quite often), and be open to riffing with people, discussing, dissecting. People want to feel heard, listened to, and if you can do that, and also respond with some insightful or witty or clever things in reply, than you will become someone they want, and enjoy having in their life.
Then there is the doing. "All talk, no action", men hate. (Women, not so much. They like talk.) So you express caring for the person by small actions, that show you are thinking about them, what they like, want, need, etc. If you combine this utility, along with a genuinely interesting personality that others want to be around, then love might follow.
