Would I be overreacting for blocking this guy I’m dating?

It’s been 3 months I’ve seen him in total of 3 times. THREE times. He’s asked me to be his girlfriend yet he ignores me for 20 hours / days and I know he’s doing it on purpose as he posts. He lies and says he's I’ll and then I see him on my cousins story with other women and then gaslights me and says it’s not him. He leaves me on read for 1 day or 2. Would I be a bitch for blocking him?
