When people say they can't get a partner does it really mean they are just crazy and nobody wants to be with them?

If they put it as "nobody wants me" then yeah I would assume it's something about them, mainly low social and relationship skills.
While if they put it as "I can't find a partner that stands up to my standards or compatible with me" then probably they get already a lot of chances around but decline them because they have a clear vision in mind about how they want their relationship to be, and are pursuing that goal.
Lastly, if they are genuinely not interested in any relationship recently and don't pursue any potential partner, they just don't, no need to be crazy or stuff to be okay in being single.

no It could be they do not get out much and they fall in love with people. who do not like then and are just use try you them or toxic people. maybe there no good mate near by that they know about. if they could fine a mate for free I sure they would and that stop johns but they can not so that why we have johns we should not punish someone just cause they want be with someone but they did it in a bad way. we should also not punish a girl just trying to survive. we should help those people find good mate and be in good relationship and get what they need.

No because there could be many reasons they don´t find a partner. There could even be the scenario that there are people that might be interested but they are just too different in terms of expectations or long-term goals.
I think to ask questions like these here is unfit since the huge variety of possibilities why they can´t find a partner. From the view of a person that should give an answer it´s too much of a guessing game and it would be better if they asked people that know them.

No, humans always were visual creatures and in 2023 and beyond, things got even worse. 90%+ of all people who are unable to find partners, is because of their physical appearance. Now we can argue all day long that physic doesn't matter and what matters the most is his/her's heart and soul and yet when ALL men approaches women, ALL women are deciding to either talk to him and give her number or not, based on man's physical attractiveness.
