The reason non-human fictional characters can get married or have boyfriends and girlfriends is because they are fictional, meaning they exist only in the imagination of the writer or creator. In fiction, anything is possible, and characters can be given any traits or characteristics the writer desires. This includes the ability to engage in romantic relationships or get married, regardless of their species or nature.
Additionally, fictional characters are often created to reflect or explore human emotions and experiences. By giving non-human characters romantic relationships, writers can explore themes such as love, companionship, and loyalty, and create connections between the characters and the audience.
In some cases, fictional characters may also be created to serve as allegories or metaphors for real-world relationships or social issues. For example, a story about a human falling in love with an alien could be used to explore themes of acceptance and diversity.
In short, the reason non-human fictional characters can have romantic relationships is because they exist solely in the realm of imagination, and can be given any characteristics or traits the writer desires in order to explore human emotions and experiences.
Their personality, definitely. Just look at Garrus (Mass Effect) and Hancock (Fallout 4). Also their dialogue suggests their pretty serious. Hancock finally has someone to keep him grounded.
Garrus wanting to have kids.

"I'm game, though I think adoptions a better idea. Biology may not cooperate."
"Then I suppose there'll be a lot of little Krogan running around soon."
Hancock apparently did one night stands but stopped since being with the SS.
"Hiya Hancock, back for another tour of the town?"
"Sorry, my touring days are done. The one I got, ain't the type you go wandering on."
Well, it's usually assumed that sentient species that are non human and have human-like intelligence would have human-like emotions. Maybe, even customs like that. Gives many people an ability to relate to characters if an Elf or Turian would get angry or happy or sad, fall in love, etc.
You also have to keep in mind that this is true for non-human animals in real life. Many animals pair bond for life or at least the breeding season.
Animals that mate for life include- wolves, albatross, swans, beavers, bald eagles, french angelfish, penguins, barn owls, gibbons and termites. There are many others that do and many others that don't.
