could be both...
but sure.. if he knew where you are from and then started showing interest, good chance it is for the citizenship, that is if he is from a lower rank country and the citizenship is high value to him.

if you ask him about this, ask him how he would prove it to you as well.
if he was serious he might apply for other means to get a citizenship.

also a protection for you is doing a prenub. basically blocking a lot of the advantages that citizenship would give him by putting on extra pressure if he was to split after.

is the marriage valid in your home country from a legal standpoint?
pretty sure if you didn't do the application yet it might not be. if he is on his way though it might be too late indeed.
guess you will just have to wait and see..
