Depends on the tone and how well I know the person. Some people say that when they're annoyed, or they think you're stupid or not listening. If I get the impression that's what's meant by it, then yes, I see it as rude. But some people say it just to emphasize, or they're not bothered at all and just don't realize the expression sounds a bit snippy. I don't mind it in that context, but I generally won't know if the person is being rude or not unless I already know them well and know they mean no harm. If it's a stranger or acquaintance, I might not know how to take it, and will certainly take it poorly if it's said with a negative tone. If it's my partner, well... I'll probably take it just fine, because my partner probably wouldn't intentionally talk down to me, because if they ever did, they wouldn't be my partner.
No, I have shitty memory so people need to repeat themselves constantly with me. I might feel a little bad.
