Deep affection in my case. Having our faces close to each other seems the most affectionate to me. I usually don't close my eyes very often though. I usually only close my eyes when we kiss.
I actually do it with my cats too (actually more so than my wife). I like to put my forehead next to theirs and pet them while they purr and rub their whiskers on me. Then machine gun kiss them, "mwa-mwa-mwamwawmamwamwmawamwa!"
I have had them lean their foreheads on mine and close their eyes and be totally tranquil. Feels like a wonderful mental and a physical connection. Like souls hugging each other.
Maybe also related somewhat to dancing? Since we're usually a bit taller than a woman when we dance together, it's easy to express affection leaning our foreheads down on hers. And that can lead to a smooth transition to kiss sometimes, or we can just stay like that. I tend to think of it like dancing when I do that even when we aren't.
I like that description of souls hugging each other. In a way, I think it can be more intimate than even kissing to have faces that close together for a good while without even kissing, observing even the way each other breathe. My sense of humor has a tendency to make those moments relatively short-lived though as I start to get the urge to start humming and dancing. It's only when I'm being most serious and not the slightest bit goofy that I tend to hold that for a long period of time.

If you have a good, quality women who is feminine and brings you peace, that's one of the most valuable thing a man can have. Most men feel pressure to perform from their first waking breath in the morning until the last one at night, but that moment when you are holding your girl, and you are leaning against her forehead, and things are still and quiet, is PEACE, and can be the few moments in a day when the pressures of the world melt away. It's a way of showing affection, taking into consideration the physics of the man typically being taller than the woman.
Because they feel comfortable and safe with you , they love and care about you , and they are lost in you , they are happy to have you and pray that you love them like they love you

If I was sitting on the front porch steps and the dog was let out with me, she would run straight up behind me and shove her nose under my arm, push her head through, plop her ass down on the porch right next to me, lean into me (nearly knocking me over) and I'd be sitting there with my arm around her like she was my girlfriend and she'd be showering me with her great love for me! I wish real girls would do that!
I think guys do for a woman, in my experience it´s like a kiss to the forehead more of a romantic and ensuring gesture to show her that he´s there for her and he´s fully present. It´s nothing guys do to get something from it but it´s a non verbal sign of deep affection and love her.
It's usually affection, though I do wonder if it's something picked up from movie scenes. Some dating coaches and pickup artists also tell men to do this kind of stuff (both male and female "experts" that is) because it supposedly has effects on women. I can't help thinking it's more just them preaching their own opinions and what seemed to be working for them though. Many human behaviours are just copycat stuff and people don't really know why they do things the way they do.
When a man does this woman are confused. In their confusion they are silent. This is a man's happy place. Look at the peace on his face and just shut. The. Fuck. Up.
It was mostly them being talkative, actually 😊 I am a good listener. That’s how I get to know a man.
To me it’s just a deep peaceful feeling, it puts me so at ease it literally feels like I’m on the cusp of falling asleep standing up. And personally what leads me to that particular positioning is when me and my girlfriend are talking about whatever but then we just look at each other for a moment without saying anything and then I think to myself, “Damn she's so fucking cute, and she chose me..” and boom I’m just feeling a blissfuly deep peace.
Fairly natural gesture of affection/love I think. Girls seem to like putting their heads towards our chest in the manner illustrated and the male response as illustrated is perfect. There is an element of submission from the girl and an element of protection from the male

For the same reason women love putting their heads on a man's chest and closing their eyes as if the world stopped around them. It feels good and make you feel closer.
I think it's probably the same reason that dogs do it.

@AmandaYVR I think the reason a dog does that is because #1 he trusts you, #2 he feels close to you, #3 he wants love, #4 he wants you to know that you are loved, and #5 he is expressing loyalty and fealty.
He's trying to hear the money jingling in your head because he knows his money went somewhere.
I think affection is the key principle... with generally the male being taller , a peaceful feeling also.

It’s actually very cute and sometimes you are not in a position to hug. Forehead touch seems very romantic.

Actually I feel like it’s a universal sign of love to rub foreheads to each other.
I did that to my passed grandpa, I wanted to give him the one last love touch, but I didn’t want to kiss him, because I wanted my lips to have a memory of his warm sweet cheeks, instead I rubbed my forehead onto his forehead and that was my goodbye kiss.
A woman’s touch. It’s a nice pause. I’d do this occassionally with women I’ve dated. It gave us a chance to catch our breath/take a break.
I think I got it from watching soaps in the early 90's while skipping school. Anyway I recognize it as a term of endearment kind of like women kissing a mans forehead.
Thats an instinctive signal of showing deep affection. Thats beyond "just friends".
