i think mostly fear of rejection or that the guy will make fun of her and embarass her. also if a guy doens’t give any signs it’s even harder to come up to him. some girls also think that guys should approach them first (traditional reasons).
me personally i did tell 2 guys that i liked them (i was rejected and felt unwanted) and now i don’t do it anymore. mostly because i want to meet a guy in person and i also want to be approached and feel wanted
