If someone has moved on and forgave you without an apology, do you still have to apologize?

They never verbally told me they've forgiven me it just appears that way because we recently followed each other on social media. I reached out via text and got no response so I don't know if that means they're expecting an apology or not.

I followed them first so they could have just followed me back as common courtesy. Maybe the follow back was to say no hard feelings but by not responding to the text they're not open to reconnecting

No, not really people don't follow back just because it's always a reason unless they are just about gaining followers. it's possible but a door could be cracked waiting on you to apologize

I think you're right. I just have to wait for the right time because I see she is having problems with her kid's father. I'm personally not the best with apologies. I think the best apology is changed behavior which I have been doing.
