Why do you think a person would say “Is this a joke” after a person from the opposite sex asked them to be their girlfriend or boyfriend?

I would think it's because it's out of the blue. Probably the person asking them is completely unexpected. Either way it would probably mean they are really not into the person asking and have never thought of them that way unfortunately.

Because someone previously asked him it as a joke and he looked like a fool for buying it.
