We have only met 2 times since last year, and he insisted to stay in contact online via WhatsApp, because he has a lot of work or a family issue, but that he want to stay in contact with me because he expects our relationship could possibly upgrade.

Although I can be tolerant, extremely tolerant, I don't feel well with that proposal: to wait for him until he resolve his personal, work, and time issues. I feel that he will do the same. Even we had a feud where I tried to talk about it and he took it personal that he wanted to say bye bye, and even though I took the humble pie, he still told me hurtful things although things "got fixed", but that left me hurt that when he contacted me other moments, I didn't feel well in talking to him anymore.

Last time I asked him what he expects from me, he said he really wants to be with me but the current circumstances don't allow him. I told him that after all what has happened, we can only be online friends. However, he insisted in being tolerant with him until things get resolve from his side.

What do you think?, can he be worthy?, or I shouldn't trust him and trust my gut that he just wants to create pipe dreams on me so he won't cut ties?
