It depends on the woman really. If it were me, I'd feel depressed and unwanted. Might start pulling away or being extra affectionate hoping it will be reciprocated. Some might start finding affection elsewhere.

What does affection do for most women. Like how does it make them feel? Is it more of an emotional connection or something?
I can only speak for myself, but for me, it's like being wanted and getting those warm fuzzy feelings all over. It's definitely an emotional thing but also a physical and mental one as well.
Affection physically feels nice (for those who want it anyway). But mentally, for me, it's even better to help soothe some of those self-doubt I have about myself. It quiets those demons and just let's me be loved in the arms of someone I care for.

Emotional cheating? I think harmless flirting is fine but seeking physical affection from someone who isn't your partner is fine.
