This type of saying has to be taken in context. It doesn't mean you will (or should) love someone no matter what they do.
To me it means you have to love and accept them as they are. If you want to be with someone only if something changes, then you do not truly love them. You love someone else, someone that you want them to be, not who they are today.
If someone has a bad habit, let's say they drink too much. You can either accept them who they are, which includes their drinking, or you don't really accept them. So you have to be honest with yourself, and ask yourself do you love and accept them for who they are? Do you want to continue being with them as they are?
Everyone will have negatives. Ask yourself, "what if this never changes?" Will you still want to be with them? If the answer is yes, then you have to accept the negatives.
The example of drinking does not mean you have to think their drinking is OK. You can not like their drinking. It's just that you have to decide if you want to be with them, even with this negative. You have to honestly ask yourself "what if it never changes?".

Maybe with your dog it is... but people are more complex. There are always conditions. Like dont cheat. Or dont spend money without consultation and so on. Now with children there probably is something closer to unconditional love.

Some love is -- parent-child love is unconditional. A parent loves whatever sort of goober pops out of them. If the kids goofs up they trust that their parent will still take them back (even if they're angry or whatever). Parents don't have the same guarantee when they goof up with their kid, though. Some grudges hold...
Marital love is also supposed to be unconditional and eternal love and support, however there are SO MANY marriages that have gone south due to abuse, cheating and other breaches of trust... we could write several books and still not even begin to touch the tip of the iceberg there.
That is just nonsense. Unconditional love does not exist. In love, in exclusive relationships there will always be boundaries that should be followed and adhered to by both people, there will always be limits.
Hence there is nothing like unconditional love in real life.
