Why did he change?

So basically I had a guy friend. We started off as a friend and then he told me he liked me but I wasn't ready for a relationship cause I was scared. He would buy lots of gift fir me after few weeks of just knowing him, he would even offer to carry me to far places where I had to get stuff done and pick me up whether he was sick or not. I would not agree at times and he would get mad and we would fight. I told him to give me time to know him more but we just kept fighting all the time, to cut the story short I eventually agreed and told him I'd like us to go for a dinner and I'd give him a gift I got for him and tell him I agreed to be his girl but he kept giving excuses and wouldn't give me an answer. He started making it look like I was chasing him and I felt so stupid and started loosing patience. One day we got talking and I was pissed but we were just teasing each other and I told him I'd report him to the police if he didn't stop calling me however he blew it out of proportion. I apologise and even called the next day to apologise in stead he yelled at me, called me fake and ended the call on me. Am I the problem here or he wasn't genuine?
