Why would someone not tell you they love you, when its clear that they do?

I have been asked this question two times now. Both dealing with the passing of a loved one. One a young would be couple. The other a child missing their parent. I don't have the words to answer this question. I'm hoping someone here can grant some wisdom I'm desperately lacking.

Define how clear that is TO YOU.

What you may believe is clear to you may be seen totally differently by someone else. What are your arguments that make you believe she loves you?

Also, some people are not comfortable revealing their feelings and that is a pretty good reason to them not to expose their feelings. Furthermore, saying those words may have a different impact to the person receiving them than to the one saying them.

She (or he) may feel vulnerable if they open to others and prefer to keep those words for themselves. Actions speak more than words.

Why do you hide who you are when asking this question? Everyone is afraid of who they are on some level.

Also if you know it already why do you need to hear it... thats not love.

Love is surrendering yourself to someone and they give you what you want without trying.

When you have to force it, its not love...

What would you have me say? If its fear of rejection and heartache I've had my fill of both. Some hurting much more than others but I don't fear it. The only thing that make sense to me, in the context of my question is the fear of truly hurting someone you love. But then there is the paradox, of not telling them of the love you have for them, you hurt them still. Because you show your love in other way it affect there life, but silence seems to cut deep when words can't be said any more.

Why can't you just tell someone you love them, when you know they love you back? The world is pain and joy and you live by living it. Life is short. Don't be afraid. Maybe if you're too afraid then you actually dont love them because love is supposed to not hurt. It shouldn't be painful and truly hurting someone you love might happen as you're only human and not perfect. Don't be so hard on yourself
