Why does my male best friend get jealous when I flirt, even though he has a girlfriend?

We have been close friends for 3 years. We met when he was newly separated from his now ex wife. I had a crush on him in the beginning, and told him so. He told me he did NOT feel the same way. I let it go, now he feels like a brother to me. He's dating someone now; they've been together nearly a year. He loves her, I adore her. They are great together. I'm good friends with her now.

Sometimes I talk about men I've casually dated in the past year, and he doesn't seem jealous when I talk about men. But when he sees me flirting with other men in person, he becomes moody, standoffish, and will later make passive aggressive comments about the person.

For example, he ran into me having lunch with a guy, and glared at us, and didn't say anything, then later on at home ( we're roommates) , he asked who the guy was, why I was talking to him, and said in an annoyed tone, "wow, he sure is good looking." Another time, I was home with another one of OUR guy friends in the friend group, sitting close with him on the couch and being kind of flirty (I have a huge crush on this other guy, and he's single but not into me :/ ), and my BFF comes home from work and immediately gets annoyed. We talked about all cooking dinner together, and he refused any idea that our other guy friend came up with, picking on him, and shooting down any activities for all of us to do together that night. I'm afraid to say something, because what if I'm wrong about thinking he's jealous, and I cause unnecessary conflict.
