Well to scare, reward and trick them into yes, 100% why Hinduism have it in there religion. And why it's a idea in the first place.
You see the point is 'don't do things bad because next life bad things will happen to you' which of course is to encourage one to do good things life just cause it will benefit you.
But of course if one thinks karma is Bs it don't work, if one thinks well I will be bad in this life but then my next self will have to deal with it which I don't care about or they will try to be good and get back on track anyway for the next life after.

All belief systems that have rewards for doing good things are all just psychological tricks and a way for the society following them beliefs systems to be discouraged from doing bad things.
Though in science every action a equal and opposite reaction. Therefore one would actually need to be bad for good to exist and visa versa. And every time your good someone will do bad and every time you do bad someone will do good. Of course not literally like you doing something good don't just get someone killed across the world but in the philosophy sense.
But in a quite literal sense evil has to exist for the idea of good to exist and visa versa.
Otherwise it would be like having light without dark which wouldn't make any sense.

Yes for followers reasons:
—It’s bull as simple as that: stole “Do unto others as would have do unto you”. Took the law and worked it to realization that if one lives “wrongly” then there’s an effect. —Conformity within Fear as never enough…good enough to reincarnate “Better or Same” state

Karma comes from the community, not the universe. People that won't help others or take what isn't theirs will find there's no help for them when they need it.
