If it were appropriate for a foreigner to do it, I would partake. Reading up on their culture, it's seen as immodest for tourists to do it. And I'm not about to go try and partake in something that'd piss off the locals

They may make exceptions for certain people. But I can only guess as to why these type of cultures don't find it appropriate when tourists do it. While I would partake out of wanting to learn and embrace their culture, they might view it as appropriation, or maybe as a right I didn't earn or wasn't born to.
