You must pay Americans more money , include paid days off, more for Holidays , sick leave, insurance, and pay unemployment insurance. (By the way even with Tariffs it is cheaper to still make products in foreign countries). Plus Trump said Americans are not up to the task for manufacturing and wants foreign workers to those jobs (real reason is that foreign workers work for less). Plus you have AI/Robots for routine manufacturing. SO not many jobs for Americans created and Price will still be higher than foreign products. This is why it won't work.

By the way unemployment just went up over 4% with fixed stats , it is really 20% unemployment. You can look at Debt clock page and look at who is working and who isn't.
