There are nude beaches that are far more secluded, but it's not legal and it's definitely not socially acceptable. Who wants to take their kiddies to Bondi with tits everywhere?

No never. If someone told you that, they're lying. It's only appropriate if the place is a nudist beach, but otherwise it's indency behaviour. All states of Australia are different, but all of them states that it's illegal and not socially acceptable.
For example, Western Australia, you get charged for "indecent acts of behaviour" and get $9,000 to pay in fines. In Victoria (where I am) you get charged for "wilful and obscene behaviour" and a penalty of two years max.
On beaches it is fine
Nudity isn't indecent. Having sex in public is considered indecent.
They should. I mean, why not? On the beaches specifically, if it's sweltering hot. Since most of the time guys are topless at the beaches, especially when it's really hot or really warm.
I think its legal, and more acceptable than the US anyway.

Speaking as an Australian, nobody cares. If you want to sun your tits, it's 99% likely nobody is going to stop you. Even at crowded beaches like Bondi and Manly.
Is it legal? no. Does that matter. no.
Even if they did, you would have a surf lifesaver ask you politely to cover up. It's just not a thing.
If you forget your trunks, then that may well be a thing.
The reason for public indecency laws is so police can charge the drunk guy standing on a street corner masturbating. If there is no sexual activity involved, you aren't going to jail.
Even then, to be honest, if you were lying face down on a towel, on Bondi beach, not doing anything sexual, not spreading any... things... with only your buttocks showing, I think it is highly unlikely anybody would care, 9 days in 10.

It is also not Denmark. Australia is highly tolerant of nudity on beaches, but it is also fairly uncommon.
If you are comfortable being the only one naked on a beach. Nobody is going to stop you.
