Of course, for the ones who make the accusations it's correct but if those claims are really true... I doubt it, 'cause people have different personalities also within their own cultures.
The problem with racism is that it is handed on from generation to generation and its' validity is often not questioned by us. People prejudge too easily but that's not the main problem but more that we don't put effort into changing our prejudices.

No. It’s the belief that people of different races have different characteristics, traits and abilities solely based on their race and that certain such characteristics/traits/abilities are better than others and thus certain races are better than others or that people need to be treated differently according to their race.

Racism is diminishing someone on the basis of their skin colour. Diminishment can come in multiple forms, among which are making false claims about a certain race, yes. You could also, for example, exclude someone from a group on the basis of their race. This would also fall under my definition of racism.
