Of course you can. Judging people based upon race is racism. It has nothing to do with alleged power structures or anything else. If skin color/ethnicity causes an automatic negative reaction without even knowing anything else about the person, that is racism.
Saying that you can't be racist against white people is a very left wing position and I disagree with it. Being a racist is a pattern of negative antisocial behaviour. If they moved to Africa, and removed themselves from Western power structures and behaved like that they'd still be racist, if whites treat them like that it's racist.
