But more to the question, 16 may be legal in some states, but many states also have close in age criteria (Romeo and Juliet laws). But legal or not, I have a hard time understanding why any guy in his mid 20s or older would want to date a dorky 16 year old girl. They're too far apart as far as I'm concerned and it's hard to imagine what common interest they might share (except the obvious, sex). Also no part of the brain that initiates any form of cognition is ever done developing, it will develop more and more throughout your entire life. So those are really poor metrics to go by. I dunno where you are getting the age 21 from out of that, but thats an innaccurate assumption.

The far more realistic metric would be income stability, world experience, etc. things that tangibly allow a person to understand how to act like an adult.

People typically absorb information better as children than they do adults, but thats because they know less. So often adults have poorer brain function but higher knowledge, but knowledge alone is not comprehension.

People like to beat around the bush and be nice and say "well you aren't done developing" when in reality, they're just stupid. Most people are really stupid, and when they are a kid we tell them they will understand when they grow up, and when they grow up, they act even dumber and do all the things we told them not to, like drinking, drugs, unprotected sex, etc. because now they legally can.

When people turn 21, they don't suddenly gain better comprehension. Instead they either now have free roam to fuck up their own life if they were dumb as a kid, and if they were a smart kid, they have a chance at success as an adult, so long as the world doesn't completely shit on them.

life is unfair, most adults are stupid, unreasonable, confused easily, make poor choices, have addictions/poor impulse control, and are buried in debt and kids they didn't plan for, while trying to come up with child support or collect it.
