It basically refers to when aspects of a culture of an oppressed minority are being adopted and exploited by members of the dominant culture for their own benefits, without the minority benefitting from it.
People who claim cultural appropriation isn't a thing simply make the mistake of believing it to be the same thing as cultural exchange in general, which of course is a wonderful thing.
