If a person tells another person to kill themself. Do you think they should be held somewhat responsible for the suicide?

Yes they should most certainly
If they're younger and a little irrational then I feel that the blame should be put on them less or more accurately they shouldn't get as harsh of a punishment as an adult but I definitely feel they should get a firm talking to and then some counseling cuz I know that if I was a teenager and told someone to kill themselves and then they actually do it I would be absolutely distraught and probably might go a little bit bonkers so they will need psychological help probably and if they're an adult that's a whole other story they should get their act together and stop saying crap like that

Committing suicide is a personal choice. An extremely terrible one, but nonetheless the responsibility for it, ultimately comes down to the individual, not anyone else.

Why is it, so many younger people seem to think their actions and behavior are the responsibility of some-one or some-thing else?

Yes manslaughter or accessory to murder would be an acceptable charge I believe because they may not have killed time but they are the reason they are dead
