Is war a foreign policy failure?

Should all countries abandon war as it accomplishes nothing. Only 10% of wars actually benefit a country most are a disaster.

I see most wars being either about gaining land or about ruining the other country so that the winning country can have economical advantage over the losing country. So mostly failure of brain to win over aggressive reflexes of "us against them".
