Do you think that the Russian Warship Moskva was sunk by a Ukrainian missile or an "accident"?

For those who haven't heard the flagship of the Russian Black Sea Fleet the cruiser Moskva was sunk.
According to Russia, a fire broke out causing ammunition to detonate while Ukraine says they hit it with a Neptune missile.

Now negligence can sink ships. If you remember back to 2000, the Russian submarine Kursk carried peroxide torpedoes that weren't properly maintained and during a training exercise, one of these torpedoes exploded while it was being loaded into a tube. This explosion then detonated.
But it could have been a combination of both. By that I mean that protocols for ammunition handling and storage weren't followed. So while the ship would have survived the hit had protocol been followed, because it wasn't the missile strike caused a magazine to ignite, fatally wounding the ship.
