Body armor isn't regulated (not exactly quick or easy to get either) mainly because it's not a weapon, but defensive in nature, and there's a huge market for especially discreet soft vests that can be worn under other clothing. Plate carriers can usually be bought off the shelf but without the actual armor inserts (which usually have to be bought online and can take several months to arrive), those are basically just harnesses for holding pouches, and frankly that's what the majority of people actually use them for. Personal and private security also buy them through the exact same channels private citizens can/do.
It's also worth mentioning that improvised or crude body armor inserts could easily be made anyway (some sold on the market are literally just steel plates), so like with many things, regulation hurts the law abiding citizens more than the criminals. Sure they aren't technically protected under the law the same way firearms are, but the arguments against it are also more irrational and don't hold up under scrutiny.

If poeple own guns to shoot people, people will own body armor to protect them from getting shot.
And if people own body armor to be protected, other people will start owning armor piercing bullets or other methods to break body armor.
And than the body armor gets improved... and so on...Cause armor stops bullets and criminals got guns with bullets, why do you have a fire extinguisher if you don't have a fire? In case you get a fire right, same logic goes here
What do you mean, "why would someone be abse to"? You can't kill someone with body armor, and bullets ion't stop bullets. How else can you plotect yourself from people with guns?
As a former soldier, I believe that anyone who relies upon body armour is a fool.
I do not and did not use it. I prefer greater mobility and less wright to carry.It's just an extension of being armed.
Material science is advancing quickly. There's no point trying to regulate armor when anyone can make it now.Body armor isn’t a weapon. It’s defense.
