Should the USA adopt Romanian culture when it comes to rape accussations?

The owner of the youtube channel, "MAN talk" is of Romanian descent. In response to the first girl's video with re: rough sex, he state that in his culture no legal action can be made against a man until a forensic report shows forced copulation.

In addition to this within Romanian culture, there is no such thing as retroactively withdrawing consent. This means that a woman can't sleep with a guy and then later regret her decision and claim that a male raped her.

In addition, Romania has several measures in place to punish women who make false rape accusations. These measures include: 1. Woman can be sued for defamation 2. She will have commited a felony and be arrested for it.

Um, how can a forensic report prove rape? It can prove SEX, and rough sex, but that doesn't always mean rape, nor is it a requirement for rape.

I have no problem with sane consent laws, anti-defamation suits, or criminal charges for filing false police reports, though.
