The effectiveness of torture doesn’t seem relevant as opposed to whether or not the appropriate authorities are honest about it.

Imagine if all the intel we get in regards to terrorism is retrieved from torturing.

Would the government be honest in this?

If torture was 100% effective, why would the government ever be honest about this? They have every single reason to be tactical and downplay the effectiveness of torture or fabricate facts about it.
