No because that’s not a life-or-death situation. It was a hard question to answer though. It took me awhile to decide on an answer. I do feel like food and water are basic human rights though.

Housing? I'd say to the extent that people shouldn't die of exposure yes.
So right to refugee camp tents yes but not to a hotel or lodgings from a city of your preference.
