Shelter, yes.
Housing, no.
There are shelters; lots of them. But there are rules. You can’t take tricks there or do illicit drugs. You also can’t reserve space. So if and when you leave, anyone else can take your spot and leave you out. Even then, there are rehab facilities that will take you in and hold your spot for as long as you remain clean and do the necessary work to get back on the productive side of your community.
What deadbeats want is the privilege of spaces that they own without doing any of the work necessary to have a space of their own. I am against that. Contrary to leftist rhetoric, i was never handed anything on a silver platter. I have had to earn my keep for as long as i can remember. I know better than most how shelters and rehab facilities work because i’ve seen firsthand the inner workings of both. If i can get right and succeed, anyone can.
I have sympathy for people most of you barely have empathy for. Still, excuses didn’t get me out. So i accept none from those who are still trapped by their own series of poor choices.
"Should housing be a fundamental human right?" Are you really asking, "If you aren't responsible enough to provide housing for yourself, should other people be forced to provide it for you?"

No because housing or lack of is not even a life or death situation. These people should be pushing for food or water and maybe that would be more under the heading of “fundamental”.
I would say access to affordable housing should be a right. Even if it's just a tiny bedsit or even a shipping container everyone should be afforded the dignity of a home.

If so then who is responsible for the cost? You have the right to get a job and be responsible with the money you make. Then you have the right to buy one. Unfortunately the democrats created this little scheme called property tax about a hundred and ten years ago and now you have the right to by and pay rent to the corrupt government for "your" house.
Personal responsibility should be a basic human right.
Nothing is a right that requires someone else to perform labor against their will to grant it.
