The CCP controls the activity of the Chinese economy very strictly. Thus the governing body is responsible for China's role in it. The CCP is a criminal cartel, but they have absolute authority within their borders. Mexico doesn't have the same sort of government structure. They have criminal cartels with lose morals that act independently and subvert the will of the people. They infiltrate government and buy people that can help them execute their crimes just like organized crime in America. So I'd say it's a little more gray than black and white...
