With more than 400,000 children in foster care, does it seem more couples want to adopt children when they are babies?

With all this talk about how great the gift of life is and I'm sure it is for most people who make that statement, 20,000 foster children age out of the system each year. https://www.adoptuskids.org/meet-the-children/children-in-foster-care/about-the-children Currently they're about 400,000 children in the system from infants to the age of 21 in some states and approximately 117,000 are waiting to be adopted. Many don't get adopted because they are older or for other reasons such as disabilities. If more children are going to be born in the U. S. can we also find a way to get more foster children into permanent homes? What are your thoughts on this.
Yes, couples mostly want to adopt a newborn.
Yes, couples like to adopt babies, even if they are not newborns.
No, couples are willing to adopt older kids, just not enough for the 117,000 waiting to be adopted.
